UK: Bloated bobbies face new police fitness tests


LONDON (AP) -- Police officers who run out of breath before making an arrest were warned Thursday they could be dismissed under proposed new fitness rules for British law enforcement.
Outlining plans for an overhaul of police pay and conditions, lawyer Tom Winsor commissioned by the government to carry out the first major review in 30 years said officers should face annual tests to check they are in shape for their job.
A review of about 11,500 officers and staff who work for London's Metropolitan Police showed about half of male employees and about a third of the females were overweight.
"Running after a suspect, or apprehending a violent or disturbed person, requires physical fitness and strength," Winsor said. "All officers need to be physically fit enough to do their jobs."
Under his proposals, police would undergo a yearly fitness check involving running exercises. Those who fail to meet specific standards would have their pay docked, or in extreme cases could be dismissed.
Winsor said that officers are currently only required to pass a fitness test when they join as a recruit, and that only some specialist police units such as firearms squads carry out regular assessments.
"Keeping fit is key to an efficient and effective police service, and it is what the public would expect and deserve. It is right and proper that police officers should do everything they can to keep themselves physically fit," London's police commissioner Bernard Hogan-Howe said in a statement, supporting the plan.
Former West Midlands police chief Edward Crew, who also worked on the review, assured officers they would not be expected to hit the standards set by elite athletes. "We are not looking for supermen," he said.
The review also recommended lower starting salaries for constables the entry grade for British police officers and new educational requirements for recruits.
Britain's government has not yet discussed whether it plans to take up all or any of Winsor's proposals.

A Bushwick fitness instructor fired by the City Parks Department after she blasted the agency for cutting classes is teaching her students on her own dime.
Ivanna Nazaire is still leading ten heart-pounding sweatathons each week inside the I.S. 291 cafeteria on Palmetto Street despite the city cutting her $300 pay.
I cant stop teaching. I cant fail the people like that. Its wrong, Nazaire said.
Parks Dept. officials announced late last year that Bushwicks Shape Up - a program that provides free fitness classes around the city - would go from 12 to 7 hours of aerobics sharing the rest of the time with a site in hipster Williamsburg.
Nazaire bashed the plan to The News saying her faithful low-income students shouldnt be treated this way.
Two months later, Parks officicals told Nazaire to stop teaching the classes.
For these people, this is it; they have no other place to go, Nazaire said.
Coalition for Hispanic Family Services' Beacon Center for Arts and Leadership has been allowing Nazaire to use the cafeteria at night for the classes while it runs other night-time programs at the school.
Beacon Center director Sara Woolley is continuing Nazaires schedule despite the citys decision to can her.
She is an incredible instructor, said Woolley adding that nearly 800 Bushwick residents worked out with Nazaire in 2011 and already 500 people have come to her step, body strength, and boot camp classes.

Police face fitness tests after half found overweight


Police officers should undertake an annual fitness test and face a pay cut if they repeatedly fail, a report said Thursday, after finding that half of London policemen were overweight.
"I think the public will be surprised that after passing a fitness test at the point of entry, except in special units like firearms, physical fitness is not tested again in a 30-, 35-year career," said report author Tom Winsor.
The senior lawyer was commissioned by the government in October 2010 to review police pay and conditions as part of ministers' efforts to slash spending through cuts and reform of public services.
He found 52 percent of male officers in London's Metropolitan Police are overweight, 22 percent are obese and one in ten are morbidly obese. For women, the figures were 32 percent, 16 percent and two percent respectively.
Winsor recommended that from September 2013, police officers be required to complete a test which would see them running the equivalent of 8.8 kilometres per hour (5.5 miles per hour) for three minutes and 35 seconds.
Those who fail the test three times should be subject to disciplinary procedures and a pay cut, the report said.
By 2018, the fitness test should become more difficult by adding activities which "police officers do and can be involved in", such as climbing over walls, it added.

Speed development in the golf swing is an extremely important goal in the execution of an effective golf swing. Not only is it one of the more important objectives of the golf swing it is definitely one area where most every golfer would like more of it. And rightfully so as more speed equals more distance.
The question to ask is how can we increase speed in the golf swing?
To answer this question we must first take a look at how speed is developed in the golf swing. According to research from the Titleist Performance Institute power (i.e. speed) development within the golf swing is created via four channels.
The first of these channels is angular. Angular is a reference to the ability of the golfer to maintain the hinging of the wrists in the downswing into the impact position. Research indicates the greater lag within the downswing results in a more efficient and larger amount of energy transfer into the club at the impact position.
Angular speed development is ultimately contingent upon the efficiency by which the golfer executes the biomechanics of the golf swing: Basically, the greater efficiency within the execution of the golf swing equals more lag and increases in angular power.
The second channel of speed development within the golf swing is termed Vertical. Vertical power is a reference to the ground reaction forces generated during execution of the swing. An oversimplification of vertical power at work in the golf swing is the posting action onto the lead leg during the downswing and impact position.
Throw power is the third channel of speed development within the golf swing and is associated with the ability of the body and its muscular system to work like rubber bands where muscles are stretched and then contracted rapidly to produce high levels of speed.
The final channel of speed development in the swing is rotary power. Rotary power is the ability of the body to generate torque. Torque is basically speed in a rotational movement pattern and is evident in the golf swing in concepts such as the coiling and the development of an X-Factor.
We can see from this information four channels exist for the creation and enhancement of power (i.e. speed) within the athletic actions of the golf swing. Research also indicates outside of angular speed, the ability to increase power via these channels has a physical and instructional piece to the equation: Instructional referring to improving the efficiency by which the body executes the biomechanics of the golf swing. This in turn allows for greater efficiencies to occur within the development and transfer speed.
