BAY VILLAGE, Ohio -- The City of Bay Village and the Bay Village City Schools completed a Safe Routes to School travel plan in November after a public hearing in October and have submitted it to the Ohio Department of Transportation for approval.

The plan involves Normandy, Westerly and Bay middle schools. When the plan is approved, the city and school district can apply for grants to implement the project.

Kathryn Kerber, project manager for the city, said the grant application period begins today. We can apply for up to $400,000, she said.

The plan has to be revised and resubmitted every three years. We will have revisions, she said, because part of the re-submission includes doing updated parent surveys. Data has to be updated.

The purpose of the plan, she said, is to assess the current state of things pertaining to how kids walk and bike to school. Upon approval she said the city is eligible for some grants for improvements such as:

- Making intersections more pedestrian friendly and ADA compliant

- Implementing school programs, such as helping with Bike-to-School month, which is mainly for the exercise and fresh air, she noted

- Looking at doing a refresher Safety Town course (usually only for pre-K) for second-graders looking forward to permission to ride their bikes to school in the third grade

Other ideas, Kerber said, include working with the Village Bicycle Cooperative to teach students about bicycle maintenance and to designate particular students as the go-to kids for help in repairing and maintaining their bicycles.

Through the Safe Routes to School plan, the schools communicate with parents about the safest way to get to school, bicycles vs. cars, issues such as good lighting and crosswalks and which routes have the crossing guards, Kerber said.
