Which states have postponed their primaries?

Since President Trump's declaration of a national emergency over the coronavirus on March 13, Connecticut, Delaware, Georgia, Indiana, Kentucky, Louisiana, Maryland, New York, Ohio, Pennsylvania, Puerto Rico, Rhode Island, and West Virginia have postponed their primaries. Alaska, Hawaii, and Wyoming have replaced in-person primary voting with comprehensive mail-in systems. Ohio has postponed its primary and switched to a nearly all-mail election, with in-person voting allowed for people with disabilities and those without mailing addresses.

Despite the national emergency, three states, Arizona, Florida, and Illinois held their primaries on March 17 as scheduled. Wisconsin will hold its primary as scheduled on April 7, but on March 27, Governor Tony Evers requested that the state send absentee ballots to all 3.3 million votersa task some state legislators and election clerks claim to be logistically impossible within such a short time frame. Several groups have filed lawsuits seeking to postpone the election and extend the deadline for absentee voting.

What legal provisions govern the postponement of a primary election?

The process involved in delaying a primary election varies by state, and some states are better prepared than others to modify their elections in emergency situations. A handful of states have statutes that allow for the postponement of an election in case of an emergency, and most of these statues grant unilateral decision making power to the governor.

Other states, such as Pennsylvania, do not have legislation on the books explicitly addressing election postponement. And state law sets Pennsylvania's primary election date for the fourth Tuesday in April in a presidential election year. Postponement of the Pennsylvania primary required the passage of a bill to amend the election code, and this would also be the case for any other primary with a date set by law.

A similar lack of clear guidelines for postponing elections caused confusion in Ohio and shed light on the importance of emergency contingency plans. The Ohio Democratic primary was scheduled for Tuesday, March 17. On Monday the 16th, Governor Mike DeWine expressed his desire to delay the in-person election and extend absentee voting due to the coronavirus outbreak. Without the authority to unilaterally postpone an election, he promised to support a lawsuit asking the Franklin County Court of Common Pleas to exercise its power to do so. Judge Richard A. Frye rejected the lawsuit, claiming that the last-minute postponement would set a "terrible" precedent.

Shortly after, DeWine's chief health adviser declared a public health emergency and ordered the polls to close. This prompted a lawsuit from the Ohio Democratic Party. "Nothing in Ohio law provides that Respondent Secretary has the power to set the date of Ohio's 2020 presidential primary election," says the lawsuit. "Instead, the legal authority to set the date of Ohio's 2020 presidential primary election rests with the Ohio General Assembly." The Ohio Supreme Court denied this legal challenge. In addition to officially postponing the election to April 28, Ohio has also decided that the rescheduled primary will be conducted almost exclusively by mail.

If the outbreak extends through the fall, can the November general election be postponed?

The general election could theoretically be postponed, but several obstacles make this scenario highly unlikely. The Presidential Election Day Act, passed in 1845, sets Election Day as "the Tuesday next after the first Monday in the month of November." Therefore, postponing election day would require Congress to pass legislation that would be signed by the president and upheld in the courts.

In the unlikely case that this would happen, any flexibility in determining the length of the election delay would be limited by the Constitution. The 20th Amendment states that "The terms of the President and the Vice President shall end at noon on the 20th day of January of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin."

What about mail-in voting for the general election?

While postponing the general election is effectively out of the question, voting by mail is one potential solution that could allow elections to continue while also prioritizing public health. While states do not have the power to change the date of their general elections, they do have broad jurisdiction to decide how to conduct them. Several states have expanded absentee voting options to some degree or adopted universal mail-in primaries, which can serve as "test runs" for expansive mail-in voting in the general election. And five states, Colorado, Hawaii, Oregon, Washington, and Utah, automatically mail ballots to all registered voters for all elections. An additional 28 states offer "no-excuse" absentee voting, which means voters may vote by mail for any reason if they request a ballot in advance. The remaining 17 states offer absentee voting to those with valid excuses. Voters with injuries or illnesses qualify, as do those who will be out of the country on election day.

For the states that do not automatically mail ballots to all voters, uncertainty surrounding the outbreak's timeline has led state and local election boards to mobilize in preparation for a surge in demand for general election absentee ballots. But some leaders have hesitated to support the changes that would be involved. Democrats have traditionally been eager proponents of expanded absentee voting, which Republicans have dismissed as partisan power grabs. However, evidence does not support the belief that mail-in voting offers an unfair advantage to Democrats. In the 2016 presidential election, the rates of mail-in voting for Democrats and Republicans were about the same. If the coronavirus outbreak necessitates a nationwide move to mail-in voting, state election officials will have to weigh several logistical and substantive concerns:

Costs and Logistical Hurdles

The Brennan Center estimates that it would cost about $1.4 billion to implement nationwide mail-in voting for the general election. This estimate includes the cost of postage, ballot printing, and other equipment necessary for the transition. Maintaining in-person elections, bolstering online voter registration, and educating the public on these new measures would increase the overall cost of adequate general election preparation to about $2 billion. The $2 trillion coronavirus relief package includes a fraction of this estimated cost$400 millionto help the states expand mail-in voting and make other election preparations.

Expanding mail-in voting cannot happen overnight. States that wish to make significant changes to their voting systems have a short window of time to do so before the November elections. And the more ballots states need to mail, the more time they will typically need. They will also need to hire and train new workers, verify voter mailing addresses, print ballots, mail them well in advance of the voting deadline, use signature-matching technology to validate them once they return, build in time to rectify any issues that may arise with signature matching, and count the votes. It will be up to each state to balance public health, election security, and feasibility when determining how to prepare for the general election.

Voter Access

While mail-in voting facilitates participation for many, it creates barriers for others when it is the only option. Many voters are comfortable with the civic experience of casting a ballot at a local polling place and might choose not to vote at all if absentee voting is the only option. Postal delivery is less convenient for voters who live in certain rural areas or who rely on P.O. boxes that are not necessarily nearby. And many Native Americans on reservations do not receive mail at all. For non-English speakers, translated instructions on a mailed ballot might not be as useful as a bilingual poll worker who can answer specific questions in person.

Security Considerations

While voter fraud is rare, mail-in voting is more prone to it than other voting methods. For example, "ballot harvesting" scandals involve the altering of absentee ballots by volunteers or other political operatives who are tasked with collecting and submitting these ballots on behalf of voters. States scrambling to expand their mail-in voting systems might be more prone to these issues than others with robust mail-in voting systems that have been developed over the course of several years.

Certain precautions can help prevent this type of fraud by making it more convenient for voters to deliver ballots on their own. Tammy Patrick, a former county election official who is now a senior adviser at the nonprofit Democracy Fund, suggests that states offer prepaid return postage, accept ballots postmarked as late as election day, and designate convenient drop-off locations for voters who prefer to deliver their ballots in person.

"If you do these things, no one needs to pick up your ballotit's convenient for voters to maintain power and authority over their own ballot. Not doing these things risks a situation where a voter has waited until the last day, and someone shows up at their door offering to take their ballot and they see it as their last opportunity. That could be someone with good intentions or not," Patrick told ProPublica.

Another security issue that could be amplified with the adoption of universal mail-in voting is voter coercion, which occurs when family members or others exert pressure on voters to vote a certain way. While all voters can be susceptible to coercion, absentee voters are especially pronethe kitchen table does not provide the same degree of freedom to vote independently as the voting booth does. But the same measures that would help prevent ballot tampering by making the process more seamless might also be useful in thwarting coercion efforts. For example, averting family scrutiny becomes easier when you have the option to return your ballot in a prepaid envelope and avoid having to provide postage from home.

Expansive mail-in voting systems and secure elections are not mutually exclusive as long as voters have plenty of options and privacy is prioritized. Colorado, which has one of the most secure mail-in voting systems in the country, maintains the option to vote in-person. An in-person vote voids that voter's mailed ballot.

Suggested Best Practices for States

When it comes to elections, there is no one-size-fits-all reform that would work for all 50 states. Many states did make changes to their primaries that prioritize both the health of the public and the integrity of the election. Even without postponement as an option for the general election in November, states still have the opportunity to make meaningful changes if they act quickly. To the extent that it is feasible, each state should consider the possibility that the coronavirus outbreak will continue through the fall and make in-person voting too dangerous.

Expand mail-in voting options

States should mobilize to change their voting procedures in a way that offers mail-in voting to as many eligible voters as possible. States that currently require an excuse to vote absentee should eliminate these requirements and allow any voter to request an absentee ballot online. States that already offer "no-excuse" absentee voting should move in the direction of the few states that automatically send ballots to all eligible voters.

Enact measures to secure mail-in elections

States should work to implement identity verification measures, such as signature-matching technology, for their mail-in ballots while also planning to rectify inevitable technical issues that might incorrectly invalidate some ballots. To combat ballot tampering as well as the increased likelihood of voter coercion that expanded absentee voting can bring, states should enact precautionary measures that promote and facilitate ballot delivery by the voters themselves rather than a third party. These include offering prepaid postage, accepting ballots postmarked as late as election day, and setting convenient drop-off locations for in-person delivery. Removing any opportunity for a third party to intercept the ballots or observe the votes of others can help preserve election integrity. Exceptions for elderly or disabled voters in need of assistance are often appropriate, but third-party assistance in these cases should require some extra form of authentication.

Maintain the option to vote in person

While states should encourage as much absentee voting as possible to protect the health of their voters and poll workers, they should also retain the option to vote in person to give everyone a fair chance to participate. While health concerns about crowds at the polls are valid, expanded absentee voting should reduce the number of voters who show up. To reduce crowds even further, states should consider adding new polling locations if possible.

Retaining an in-person voting option would expand voter access and serve as another layer of protection against fraud or coercion. With this option, a voter who is not satisfied with the absentee ballot they submitted can invalidate it by going to the polls on election day and casting a new one. A system of expanded mail-in voting alongside traditional, in-person voting is likely the best way to promote both public health and participation in the democratic process amid this unprecedented public health crisis.

‘Modern Family’ star Ariel Winter isn’t new to being body-shamed, but she always had a mic-drop response ready – MEAWW

Modern Family actress Ariel Winter has made the headlines again and this time it was with her new beau, Luke Bernard. She has been very popular among fans and social media, especially when it comes to being trolled or body-shamed. Since she became candid about breast reduction surgery, she faced a lot of trolls and backlashes.

Winter, 22, has starred in Modern Family since 2009 and has also done voice-over for shows including, Sofia the First, Phineas and Ferb, Jake and the Never Land Pirates, Mr. Peabody and Sherman, Ice Age: The Meltdown and many more shows. In 2010, she won Outstanding Young Ensemble in a TV Series for her role as Alex Dunphy in the series Modern Family.

She has had a very disturbing past. In 2012, her sister Shanelle Workman filed to become her guardian allegedly claiming that Winters mother had been physically and emotionally abusive. In 2014, the court announced in favor of the sisters, giving guardianship to Workman. In 2015, she was officially emancipated.

In June 2015, Winter underwent breast reduction surgery at the age of 17. She has been very vocal about the uncomfortable stares, whispers and rumors that go around because of her size. A petit 15 years old with an F size, and working in a popular sitcom only drew unwanted attention and it pushed her to make the decision of undergoing the surgery at the age of 17.

After the surgery in November 2015, she was publically body-shamed on Instagram. According to CNN, Winter had uploaded a picture of herself with her nieces on a boat in a bikini. This attracted social media users to body-shame her, drawing comments like put on some clothes and asking for it. She later deleted the post from her Instagram account.

But she had a quick-fire response to that before deleting the post, Who knew that an innocent photo with my nieces would turn into this? The height of a girls skirt or whatever she is wearing for that matter, does not imply what she is asking for. It sickens me to think at 17 years old, a photo of myself with my nieces is suggesting that Im 'asking for it'. I typically never give power to the mean things people bravely say behind their computer screens on the Internet, but this is for the girls who are constantly bullied whether it be online or at school. You are not asking for anything because of what you are wearing- you are expressing yourself and dont you ever think you deserve the negativity as the consequence to what you are wearing- YOU ARE BEAUTIFUL. Celebrate you and dont let anyones comments allow you to think less of yourself. Us girls have to stick together!!!!!!

In an interview with Glamour, Winter opens up about her surgery. She talks about going through the physical and emotional pain of having huge breast, she also mentioned that the female side of her family has a history of big breasts. She also mentioned that she had spoken to her Modern Family co-star Julie Bowen about her desire to get the surgery and said, She was very really supportive and understanding.

Though she got the surgery, it would seem like she would avoid being trolled on the internet. But it did not spare her. In 2017, she wore a revealing dress at the Academy of Television Arts and Sciences television panel in Hollywood, attracting trolls on social media. People were calling her out for that, but she did not sit quietly. She ranted on Twitter, saying, Wear whatever you want people! As long as you feel good about yourself thats what matters.

In 2019, after she shed a few pounds, people body-shamed her for losing weight. In 2020, she spoke to Teen Vogue, A lot of people commented on my post like, No, she changed her antidepressant because she wanted to lose weight, Winter says, No! I thought every medication I was on, I was going to stay at that weight, and that was fine. It had nothing to do with that.

However, despite being under constant attack on social media, Winter has strongly held her ground. She has been very vocal about dealing with trolls and body-shamers. She has spoken openly about body shaming, trolls, cyberbullying and mental health.

24 year old Claudia Murray, had tried to lose weight several times over the years, trying everything from weight loss shakes, to all the fad diets under the sun but to no avail.

I would lose a few pounds, but of course as soon as I stopped, Id just gain it all back she admits.

However, it was after just six weeks after the birth of her youngest son, now a year old, she knew enough was enough.

I was constantly on the couch just eating and it was really affecting the kids she says.

It was heartbreaking to have to tell them no all the time but anytime I would try to get up to do anything I was left out of breath.

I couldnt run around with them, I coundt get on the trampoline with them and eventually I noticed they had stopped asking me.

They had obviously realised there was no point and that really gave me a wake up call that I needed to get my ass in gear and do something about it.

In fact things had gotten so bad, Claudia admits she had to stop doing her weekly shop, when she became so heavy, she struggled to simply walk around the store.

I couldlnt get around the store without having to sit down to rest as Id gotten so heavy, it was that bad.

Claudias sister had already lost eight and a half stone with Slimming World, so she decided to sign up with her mother for moral support in May, 2018 and has not looked back since.

In less than a year, she had lost over five stone, dropping from a size 22 to a size 10-12. and is now a Slimming World Consultant herself, running groups in MountRath and Naas in Kildare.

Nothing worked for me before, but this was just learning tiny changes that make a massive difference she explained.

You dont have to cut anything out and you can still eat anything you want, just tweak it. For example, rather than cooking with ordinary oils, getting one calories spray like Fry Light.

Youre not cutting out any carbs, you can still have those, if you do want any more treats like a bar of chocolate you can still have those using your Syns.

The idea is not to deprive yourself of anything. That made all the difference to me, before I would have cut out bread, and pasta, I thought you couldnt have any of those foods when youre trying to lose weight. Now none of that is off limits.

Claudia also revealed, her partner lost four stone without even joining the group himself, as the entire family switched from eating out and takeaways to home cooked meals.

And the entire family has benefited from the change as Claudia got a whole new lease of life, telling us, I just love that I dont have to say no to my kids anyway I can go out and play with them and that is incredible.

That was my goal from the beginning, that I could go for a walk with my kids, get on the trampoline with them and play with them without feeling like I was on my deathbed.

And sharing her advice to others struggling with their own weight, Claudia urges them not to be afraid to join a weight loss group.

I never thought I could lose weight and here I am after losing more than five stone she says. My family didnt think I would stick to this,and now nearly a year later, Im still at it, and even got a new career out of it, when I became a Slimming World Consultant.

Protein choices include skinless poultry, leaner cuts of beef like sirloin or tenderloin, and seafood. Fattier fish, such as salmon and sardines, are encouraged for their omega-3 fats, but remember that theyre higher in calories than lean fish.

Vegetarian protein options include all legumes, plus soy products like tofu and tempeh. Egg whites and low fat or fat-free dairy products, including milk, nonfat yogurt, and low fat cheese, are also recommended sources of protein.

Youre meant to limit nuts, seeds, avocados, oils, and other high fat foods to only 100 calories per day.

The diets only other limited foods are sweets, snack treats, and alcohol, which are restricted to 100 calories per day. In fact, youre encouraged to skip these extras and instead allocate the 100 calories to healthy food choices.

High-fiber diet linked to lower risk of breast cancer, study finds – Atlanta Journal Constitution

A link between a high-fiber diet and a lower risk of breast cancer has been found according to a recently published analysis of relevant studies.

The findings, which were published in the peer-reviewed journal of the American Cancer Society (ACS) called Cancer, showed a link between a reduced incidence of breast cancer when consuming a diet heavy in fiber.

Our study contributes to the evidence that lifestyle factors, such as modifiable dietary practices, may affect breast cancer risk, saidMaryam Farvid, Ph,D., of the Harvard T.H. Chan School of Public Health, in a press release.

For their analysis, Farvid and her colleagues probed for all pertinent potential studies published through July 2019. Researches did so because studies reviewing the possible link between breast cancer and fiber-rich diets have given rise to inconsistent results.

Pooling data from the 20 observational studies the researchers surveyed, they foundindividuals who consumed the highest amount of fiber had an 8% lower risk of breast cancer. Higher fiber intake was associated with a lower risk in breast cancer in premenopausal and postmenopausal women. A lower risk of breast cancer was also linked to soluble fiber.

Our findings provide research evidence supporting the American Cancer Society dietary guidelines, emphasizing the importance of a diet rich in fiber, including fruits, vegetables, and whole grains, Farvid said.

Its important to note, however, thatthe analysis does not show dietary fiber consumption results in a direct reduction of the risk of breast cancer risk. To test such cause and effect, a randomized clinical trial is required.

Excess dietary salt may weaken immunity against bacteria in the kidneys – Medical News Today

Eating more than the recommended amount of salt disrupts the antibacterial function of a type of immune cell, research in mice and humans has found.

According to the American Heart Association (AHA), 9 out of 10 people in the United States consume too much salt (sodium chloride).

The Dietary Guidelines for Americans, which the Department of Health and Human Services publish, recommend that people consume no more than 2.3 grams (g) of sodium per day. This amount is roughly equivalent to 5.8 g of salt, which would fit into a level teaspoon.

The reason for the recommendation is that there is good evidence that excess dietary salt raises blood pressure, which is a risk factor for heart disease and stroke.

However, a new study featuring in Science Translational Medicine suggests for the first time that such a diet could also make it harder for the immune system to destroy bacteria in some human organs.

Researchers at the University Hospital of Bonn in Germany were surprised to discover that a high salt diet in mice exacerbated a common bacterial infection of the kidneys Escherichia coli.

To test whether the deleterious result of a high salt diet was purely a local effect on the kidneys, the researchers infected the mice with Listeria and found that this body-wide, systemic infection was also worse on a high salt diet.

These findings were unexpected because previous research has found that excess dietary salt promotes healing in animals infected with skin parasites.

Skin acts as a reservoir for excess salt, and immune cells in the skin called macrophages are known to become more active in these salty conditions.

In contrast, it seems that a different type of immune response cell, the neutrophil, which is key to the body fighting bacterial kidney infections, becomes less effective in the face of a high salt diet. The researchers were intrigued to find out why.

In the rest of the body, however, the kidneys help maintain the concentration of salt at optimum levels for metabolism by excreting excess sodium.

The new study suggests that in the process of the kidneys regulating high blood sodium levels, they inhibit one arm of the immune system, impairing its ability to fight off bacterial infections.

The researchers fed one group of mice a high salt diet and gave a normal diet to a control group of mice for comparison.

When infected with Listeria, the liver and spleen of mice on the high salt diet contained 10100 times more bacteria than those of the controls.

Similarly, excess dietary salt made kidney infections with E. coli worse.

The researchers traced this impaired ability to fight off bacterial infections to immune cells called neutrophils, which ingest bacteria.

They believe that the kidneys response to high dietary salt may indirectly affect the neutrophils.

The kidneys use a molecular mechanism for detecting excess sodium in the bloodstream and excreting it in the urine.

But in the process, this mechanism raises levels of steroid hormones called glucocorticoids, as well as a waste product called urea.

Both glucocorticoids and urea inhibit the ability of neutrophils to kill bacteria.

To confirm these findings in humans, the researchers put volunteers on a high salt diet.

One of the scientists, Prof. Christian Kurts from the Institute of Experimental Immunology, University of Bonn, explains:

We examined volunteers who consumed 6 g of salt in addition to their daily intake. This is roughly the amount contained in two fast food meals, i.e., two burgers and two portions of French fries.

After a week on the high salt diet, the volunteers had higher levels of glucocorticoids in their bodies.

Glucocorticoids are well-known for their immunosuppressant properties. Doctors use one of the most familiar, cortisone, clinically to reduce inflammation.

In addition, the researchers discovered that neutrophils that they extracted from the blood of volunteers on the high salt diet were less effective at killing bacteria in a laboratory dish.

In their paper, the scientists speculate that reducing dietary salt intake might help combat bacterial infections in the kidney, in contrast to its effect on skin and gut infections.

Their findings are preliminary, however, and need larger clinical studies to confirm them.

Banks added that shes partial to finding new restaurants, challenging herself not to visit the same eatery within six months, scouting out food festivals and visiting supper clubs. Food is such an integral part of her life, she noted, that its led to a change in her body.

Right now, you cant tell because I have on a mens blazer, [but] I am 25 pounds heavier than I was on the cover of a very famous swimsuit magazine that came out last year, she dished.

Banks famously made history in May 2019 when she came out of retirement and posed for the Sports Illustrated Swimsuit cover at the age of 45. That feat came 22 years after the model first appeared on the Sports Illustrated cover and was the first black model to do so.

These days, instead of being extra careful with what she eats, the Fresh Prince of Bel-Air alum said shes not choosing to deny herself when it comes to food. Its like, when youre tired and youre working hard, you just go to this fast food and this fast food and this fast food, and you compare the burgers!

The Tyras Beauty Inside & Out author added with a smile: So Im 30 pounds heavier and itll come off one day, but not today.

As for what she eats in a day, the model revealed shes a fan of black coffee, bean chips, sesame bars and more.

The California native even has an indulgent habit that involves ordering the same type of cuisine from two different restaurants and comparing the results in an epic taste test. I do it with my son, I do it with my man, we line it up and then we score the different restaurants with the same item. What happens is, the next time you order, you know where to order from because one of them is always nasty.

Even though shes not much of a cook herself, Banks revealed that one of her favorite things to make home is candied bacon coated in a sauce that includes Sriracha, maple syrup, and fresh-ground black pepper.
