‘Dry Fasting’ Urges You to Not Drink Water. Why This Isn’t a Good Idea – Healthline

Youve probably heard of losing water weight. But can you lose weight by not drinking water?

Dry fasting is a diet fad being promoted online by lifestyle influencers.

The idea behind dry fasting is to forgo drinking any water. Instead, you get water only from food sources, such as fruits and vegetables.

But its a dieting approach that many health experts say is dangerously misguided.

Dry fasting is inspired in part by Muslim abstention from food and water during the month of Ramadan.

In a 2013 study published in the Journal of Human Nutrition and Dietetics, Iranian scientists concluded that Ramadan fasting led to bodyweight loss and reduced body fat the latter primarily among young and male individuals.

Proponents of dry fasting point to studies that looked at Ramadan religious fasting, which did find specific metabolic benefits to fasting and intermittent fasting in general, Robin Foroutan, MS, RDN, HHC, an integrative dietitian, nutritionist, and spokesperson for the Academy of Nutrition and Dietetics, told Healthline.

However, there have never been studies that compared regular intermittent fasting with dry intermittent fasting, so theres no way to know if there are indeed additional benefits to dry fasting beyond that of regular intermittent fasting, she said.

Proponents say theres a wide range of health benefits from dry fasting.

These include weight loss, reduced body mass index (BMI), strengthened immunity, and lower levels of inflammation.

Sophie Partik, a yoga teacher and nutrition coach, says she hasnt had a drink of water in more than a year.

She says that water derived from food is superior to that consumed from the tap.

I get my living water and cell hydration from fruits, veggies, and coconuts, the purest form of H3O2, she said in a story published by Daily Mail.

Others, such as Susan Schenck, author of The Live Food Factor: The Comprehensive Guide to the Ultimate Diet for Body, Mind, Spirit & Planet, recommend dry fasting for limited periods of time, saying that such fasts detox the body.

In a true dry fast, nothing at all is consumed, neither fruit nor water, Schenck told Healthline. Inflammation cannot survive without water, whereas a wet environment enables bad bacteria, viruses, and worms to thrive. When dry fasting, all or many of these critters exit your body. Also, all dead or dying tissues are expelled from the body.

On the other hand, experts such as Aurielle James-Sarpong, RD, LDN, an outpatient oncology dietitian at the Cancer Institute at the University of Maryland St. Joseph Medical Center, say dry fasting isnt only scientifically suspect but potentially harmful or fatal.

Our bodies are 70 to 80 percent water, James-Sarpong told Healthline. Dry fasting would make it difficult for our bodies to complete daily tasks, such as flushing out toxins or helping nutrients enter cells. Our kidneys, heart, lungs and every other bodily organ on which we rely for normal, healthy living would suffer greatly without adequate hydration.

James-Sarpong says that people need to consume at least 64 ounces of water daily even more if engaging in physical activity, if theyre sick, or if theyre being treated for diseases, such as cancer.

Dry fasting increases a persons risk for dehydration, which could lead to kidney stones, seizures, low blood volume and low blood pressure, electrolyte imbalance, and even death, she said.

Foroutan says its likely that dry fasting would lead to dehydration.

While fruits and vegetables do contain water, it would be difficult to get enough water that way to be optimally hydrated, she said.

It would be silly and dangerous to forego auxiliary fluid, Monica Auslander Moreno, MS, RD, LD/N, a nutrition consultant for RSP Nutrition, told Healthline. Thats where the bulk of our days hydration comes from, and most people already arent drinking enough water.

Lisa Richards, CNC, a nutritionist and creator of The Candida Diet, doesnt dismiss dry fasting out of hand.

However, she told Healthline, The weight loss claim likely occurs from a reduction in calories from drinks as well as loss of fluid retention.

Dry fasting may have some benefits, but the risks and negative side effects should be thoroughly understood, Richards said.

Dehydration is a serious risk when it comes to dry fasting. Excessive hunger, fatigue, and irritability are common side effects among those actively dry fasting. A lack of water and fluid, especially when done frequently, can lead to an increase in urinary tract infections as well as kidney stones, she said.

Moreno says that increasing water intake is actually a better dieting strategy than abstaining from drinking water.

Drinking more fluid fights bloat and is associated with better weight outcomes, so drink up, she said.

If youre preparing to do some kind of diet or eating plan that is really limiting or rigid, it really should have solid evidence backing up the benefits that you hope to gain, Foroutan added.

Beware Of The Monday After A Time Change – CBS Denver

Today is, without a doubt, my least favorite day of the year. The simple change of a clock makes me feel sluggish, grouchy, and crying for a nap. Whether its physical or psychological or both, it is a day of misery for mind and body.

But Sunday is not necessarily the worst one from a health standpoint. Its actually Monday that delivers a wallop of stress on your body.

Heart attack rates jump by more than 25 percent on that day as many of us head off to work. Rates of stroke rise as well. The rates slowly level out over the course of the week and then gradually return to normal.

Heres another: Monday is not a good day to be sharing roads and highways Thats because the rate of automobile accidents bumps up close to 10 percent for that first week after the time change.

Then comes is a jump in the number of throbbing heads.Migraine and other headaches tend to be more common for about seven days after the hands on the clock move ahead.

Arthritis racked joints and other chronically sore areas of the body tend to be even more painful.

Immunity sinks, so get exposed to the bugs of the week, and those bugs may have an easier time gaining a foothold. Just what you want to hear with COVID 19 lurking in seemingly every corner.

Now for a little good news.As the days lengthen, there are some gradual yet definite changes that take place in body chemistry from more sunlight.Blood pressure naturally falls a few points. So does your cholesterol level. It is easier to lose weight. There is overall less depression as the weeks go on. And as we head towards summer, we do tend to require less sleep.

So why do all of these things happen from a simple tweak of time?It all has to do with circadian rhythms, or our internal body clocks. Our bodies are used to producing, like clockwork, certain hormones and chemicals that keep us alert and healthy. Many of them are released between 6 to 8 a.m., depending on the person. But mess with the release of those hormones and chemicals, even a little, and everything can be thrown out of whack.

So what can you do?

Make sure that you get exercise, but be sure that that exercise is done at least three hours before you want to hit the sack.

Try to hit the sack on a consistent basis time wise.

Limit your alcohol. It really does interfere with sleep quality.

Finally, do your best to get outside and get some early morning sunshine.Thats because early morning sunshine causes the brain to release hormones that help your body adjust to time changes. And sunlight does literally go from the eyes back through visualnerves to hormone centers in the brain.

Bottom line, feeling like youre in a fog as we spring forward is not all in your head.

Dont stress that heart and be extra careful when you get behind the wheel next week.

Dont be bummed if your work productivity falls off a littleits not your fault and you can tell your boss I say so.

And dont fret, October with its gift of an extra hour is just around the corner

In some shape or form we are all affected by it. Unfortunately, if we dont take care of ourselves nutritionally, physically, and mentally as we age, our busy lifestyle can lead us towards poor health.

Poor health habits are closely related to heart attacks, stroke, high cholesterol, high blood pressure, weak muscles and joints. Heart disease is a major issue in our society, and must be taken seriously.

I would like to remind you that we will continue to get older, slower, and weaker throughout our lives. Life has always been hectic, dating back even to the days of our parents and grandparents. Life is not going to change. If anything, it will just get worse. Americans will always find a way to overwork, overstress, and tire themselves out. It is just normal in our society if we make a million dollars this year that we are expected to raise our goal and get a million and a half the next. The pressure will never go away, so we must learn to deal with it more effectively to stay healthy!

Thats why it is so important to make sure we incorporate exercise and proper nutrition into our weekly schedules as a way of life. The positives are worth their weight in gold. Good health habits keep you active and help you lose weight. Improves your cardiorespiratory and cardiovascular health. Strengthens your heart, mind, muscles and bones. Improves performance, flexibility, relieves stress, and decreases the risk factors for poor health. When you feel good, have confidence and more energy, chances are high that you will bring your best to everything that you do.

We know the issue, we know the negatives of not taking care of ourselves. Weve talked about the positives of exercise. Our next step is to master the basics that must be included in any good health improvement program!

First we have got to define reality. Take a real look at yourself and define your actual health and fitness status. Decide what areas are most important for you to improve. Everyone is different. Areas possibly needing correction could be a poor doctors visit, weak muscles, extra pounds, fat loss, or even muscle gain.

Secondly, set a goal. Be passionate about it! Make a commitment to yourself, family, or personal trainer, and stick to it. The buddy system is definitely a great way to stay accountable.

Thirdly, it is time to get started! Convenience is the key. Figure out when, where, and how long you are going to be able to exercise. What will be best for you...working out at a gym with a trainer, or on your own, training at home, in the morning, afternoon, before or after you take the kids to evening classes. Its totally your call, so please spend some time sorting out when it will work for you. And yes, there is definitely a time that will work for you.

The next step is to incorporate exercise and nutrition into your daily planner. Treat it as priority like any other meeting. Plan ahead at least one week because schedules change weekly due to work or family obligations.

Now that we have made room for this very important part of our lives, it is time to take action on your plans to improve health. Start slow. A checkup is always good. Especially for men 45 years of age and women 55 years of age, or if you have simply been sedentary. Walking, stationery biking, chores around the house, or chair aerobics are all effective forms of exercise. Work at your own pace and progress very slowly.

To fuel this physical activity we have got to drink plenty of the wonder drink commonly known as water. Also replace electrolytes lost as well! It helps burn calories, fuels performance, keeps your body cool, and prevents dehydration, just to name a few of its benefits. Please include breakfast, lunch, and dinner along with two or three healthy snacks each and every day.

Last but certainly not least, rest must become a very important part of your overall health improvement program. Sleep energizes and rejuvenates your mind and body for the next day. I recommend 7- 8 hours sleep each night and at least one or two days off during the week from your workouts.

If you are excited about trimming up now, these are great basics that will lead you to your goals. Use these basic tools and you are on your way! All we are doing is moving slowly away from bad habits that make us weak, gain weight, or lose muscle, and replacing them with good habits that keep us trim, strong, and healthy. You can do this!

Dont put pressure on yourself because one day is not so important that it can make or break your program. Just stay focused and consistently incorporate exercise and nutrition whenever you can. I see people getting healthy, losing weight, and changing their lives every day! You can definitely do the same right now!

Teen who weighed 19st loses over 5st now he wants to be a personal trainer – Daily Star

A teenager who felt depressed and had low self esteem due to his weight has shed a whopping 5st 4lbs.

Luke Roddy, 17, claimed he reached his biggest size when he was 14 he weighed over 19st.

He told Daily Star Online: I've always been overweight but it got really bad when I moved from primary to secondary school.

At my biggest, when I was 14 going on 15, I was getting very depressed. I had almost no confidence, I very rarely left the house because I didnt really want to be seen by people.

While Luke says that he wasnt bullied for his weight, people did joke around about it.

Luke said: When I was 15, in October 2017, I started dieting.

I had already been training for about a year before that, but my diet was awful and I would use the exercise I did do as an excuse to eat more.

I would either say that I earned it or that I was carb loading.

Luke said that when he first started to diet he was so large that he could still lose weight while eating 3,000 calories a day.

He says that his secret was to keep his protein intake as high as possible.

Luke said: I made sure I did cardio every other day and then went to the gym and did weights on the other days.

My diet was very specific, I ate the same thing every day so I could never go off-diet at all.

While it took him around 7 months to lose the majority of his excess weight he managed to get down to 20% body fat.

He commented: When I started, I had a goal of getting to 20% body fat down from 40% by the April 8, which was my sister's wedding.

On the day, I weighed myself and I was 22% body fat I was a little bit disappointed but I was still happy with it.

Luke said that he received lots of positive comments that day which spurred him on to lose more weight.

The teenager started going to the gym and despite being a lazy person says he enjoys it.

Luke said: My brother-in-law was a personal trainer and even though I was very lazy as a person, I enjoyed the gym as soon as I started going.

I enjoyed pushing my self and getting personal bests. I hate cardio, and I rarely do it now unless it's a circuit, but at the time I knew I had to do it so I did.

Now, Luke enjoys lifting weights and tries to lift as much as possible.

He said: Thats why Im becoming a powerlifter Im a little heavier than my lowest weight now, 15st, because Im preparing for my first powerlifting competition in May.

At his lowest weight, Luke reached 14st 1lb and has an Instagram account where he documents his journey.

He said: I started wanting to become a personal trainer in 2018 when I lost most of the weight.

I want to help others who are in the same position I was in.

Luke added: My brother-in-law was the person who inspired me the most. He was always very positive about everything I was doing and tried to spur me on.

My family were supportive and they often told me I was doing well and that they were proud of me.

The PT-to-be said that he still had cravings and found parts challenging, but that he tried to be disciplined and not give in.

Luke advised others: If you dont like the way you look, change it.

Its as simple as that anyone can do it it's not easy but it is do-able.

Finally, he added: You dont need to take it to the extreme, like a lot of people seem to do, and eat only 1,000 calories a day.

Just make sure your in a calorie deficit and you'll lose it.

If you and your friend both struggle with mental healthissues, how do you balance being there for each other while also taking care ofyourself? Lovingly Here

Lovingly, boundaries can be hard to set, especially withsomeone you care about. However, they are imperative to a healthy relationship.When two friends struggle with mental illness, they can either build up or teardown each other. On the one hand, knowing that the other person has been whereyou are and experienced similar feelings can breed feelings of connection andunderstanding. In other cases, though, sharing a struggle can lead to spiralingand competition and shame. Keeping a friendship healthy takes work, whetherthere are common struggles or not. Even acknowledging that it could be hard tokeep the balance between support for the other and yourself is a good step.

Another aspect is knowing your own limits. If you are bothhaving a hard day, leaning on each other could lead to a downward spiral ofshame and shoulds. It is important to not be each others only supportperson, but rather have a whole network of friends or family to lean on. If youfind that they are your only support person, ask yourself who else in your lifeyou can begin cultivating deeper relationships with. Dont be scared to takeother relationships to a deeper level by sharing struggles with them. Gettingthe help you need, whether that be seeing a therapist at the Student CounselingCenter or dropping by at the Center of Students in Recovery for a weekly group,is also necessary. In addition to this, it may be helpful to sit down and talkabout what you are each comfortable with. This must always be an ongoingconversation as both people learn and grow through their own recovery.

Where can I open up to people about my deeper stress andissues, when I havent developed deep enough relationships for suchvulnerability? Jade

Its great that youre wanting to form those deeperconnections and seek more intimate relationships. In an ideal world, we wouldbe able to have a strong support system at the snap of a finger. However, thereality is that opening up to friends and family can get messy and chaotic. Iknow I feel more comfortable opening up to someone when they have beenvulnerable to me. I try to remember this when sharing issues with others thatmaybe by telling them my struggles they are more likely to ask me for help whenthey need it. Its scary to start taking steps towards deeper relationships. Itcan feel like uncharted territory. However, with time and intention it does geteasier.

UTD also has great on-campus resources for those who arestruggling, regardless of whether its stress from school or diagnosabledepression or anxiety. The Center for Students in Recovery is a safe spacewhere students can participate in peer-led support groups, study time andrecovery planning.

The CSRs student workers are often just hanging out andstudying in the main lounge, and this is a great place to go to begin formingrelationships and get things off your chest.

In addition to the CSR, the Student Counseling Centerprovides students with crisis counseling and recurring therapy sessions.However, if this seems intimidating, the SCC opened up a location in ResidenceHall North where you can get free 15 minute drop-in sessions. Although theseare ways to connect and be vulnerable in more professional settings, they canhelp pave the way to deeper relationships with friends as you learn that peoplecan be trusted and your feelings are allowed to take up space.

How do I overcome overeating? Hani Ramsey

Hani, overeating has many meanings to different people,however it is commonly known as eating more food than what your body needs tobe satiated. It often stems from either a physiological or mental restrictionof food. Nutrition therapist Elyse Resch and dietician Evelyn Tribole wrote thebook Intuitive Eating, which is a guide to moving towards a healthyrelationship with food. It emphasizes both listening to your bodys physicaland mental hunger cues, as well as taking into account gentle nutrition andsocial situations. It plays off the idea that sometimes youll just eat acookie because a friend made it, but then find yourself turning down ice creamlater because it just doesnt sound good.This methodology centers around the idea that our bodies know what weneed. In the framework of Intuitive Eating, overeating is often seen as apart of the diet/restrict and overeat/binge cycle. What happens is someonestarts out with the goal to lose weight and thus goes on a diet, eitherrestricting different food groups or caloric intake as a whole. Thisrestriction signals the body to go into starvation mode, where metabolism slowsand the mind becomes fixated on food (for more on starvation, look up theMinnesota Starvation Study). This then leads to an episode of overeating, orbinge eating, which is followed by shame, guilt and self-deprecation. Then thecycle starts all over again.

In saying all of this, I hope you can have some grace foryourself. Tuning into and trying to listen to your body can be empowering. Inaddition to Intuitive Eating, the Student Wellness Center is a great resourcefor learning about how to promote your health through food. It even has aregistered dietitian. It is located in the Student Services Building 4.5, andoften holds events where students can learn how to take care of their bodiesand foster a positive relationship with food. Ultimately, remember that how you(or anyone else) eats is not indicative of your worth or value.

Mum sheds eight stone in amazing transformation after she started selling The Big Issue – Daily Record

A woman has lost an incredible eight stone after she started selling The Big Issue.

Lavinia Neda, 28, began flogging the magazine when she fell upon hard times - but said people kept asking her if she was pregnant .

But by pounding the streets to sell the publication she began to lose weight - and decided to keep going.

She was able to get back on her feet and got her own home and then used some of her Big Issue income to join a gym .

Lavinia has now trimmed down from 17 stone in 2018 - to a svelte nine stone today.

She said: "Hearing customers ask if I was pregnant and when I was due was absolutely heartbreaking, it devastated me.

"Sometimes I would pretend that I was pregnant to save any embarrassment and then I'd and cry in the mirror.

"I knew I'd gained weight but I always made excuses that I had no time to deal with it - I had to make money.

"Finally one day I got tired of feeling bad about my body and signed up for one month at a gym with 20 I saved up from selling the Big Issue.

"I used to cry at the gym and think it was too hard, that I couldn't do it, but I kept pushing myself to go back and when I noticed my weight dropping off, I was so happy.

"I was amazed at how the gym could change my body so much, I loved seeing the difference, so I kept going and now I've lost eight stone and I couldn't be happier.

"My customers are so kind and have commented on how different I look - they used to buy me sweet treats when they saw me working but now give me something healthier which is so nice.

"I feel much more energetic and healthy and alive and I wouldn't have been able to do it without the Big Issue, it's helped me so much."

Lavinia started selling the Big Issue after moving from her home in Romania with her now husband Daniel in the search for better jobs.

Setting up life in Cardiff in 2012, the couple both got jobs selling the Big Issue.

They were able to afford rent for a home together in the city with their son Narcis, now 11.

Both earning around 125 a week selling the street newspaper, the pair have since got married and have a daughter as well, Raluca, 4.

Lavinia has now got a second job working three days a week in vegan caf Wild Thing after impressing on work experience placements set up by the Big Issue.

She said: "People have asked if I would leave the Big Issue now I have another job but I do not want to.

"I'm running a small business and I've grown to know and love my customers who teach me English all the time so we can talk to each other.

"I started selling the Big Issue because I needed it, but I am staying now because I love it and it will always be part of my life."

A local Washington Heights resident, King was walking her dog one weekend last year when she came across signs promoting CancerFIT, a free exercise class at the Herbert Irving Comprehensive Cancer Center (HICCC) tailored to cancer patients and survivors. As someone who firmly believes that physical activity is a key part of getting through cancer, King jumped on the opportunity to take a CancerFIT class.

Having cancer, you just really have to keep moving, says King. CancerFIT classes are a way of doing that in a safe space with like-minded people, and with instructors who are paying attention to everyone as an individual. We are all getting something out of it and doing the exercises the right way and for our skill level.

She adds, Its important for us to not think of ourselves as sick and to keep our heart rates up.

CancerFIT was founded by Barbara Trencher, a breast cancer survivor, and Sarah Urke, who lost her father to cancer. Trencher and Urke met while earning their doctorate degrees in physical therapy from Columbia Universitys Vagelos College of Physician and Surgeons. At the time, both were motivated to start an evidence-based exercise class geared towards cancer patients and survivors with the goal of countering emotional and physical stresses patients undergo while in treatment and beyond.

There is clear data and ongoing research that supports the benefits of exercise. It counters such things for cancer patients as cancer-related fatigue, depression, and anxiety, says Trencher. With CancerFIT, were providing a service that we think should be an integral part of every patients cancer carea data-driven exercise program that directly links to better patient outcomes.

The co-founders rolled out CancerFIT at Columbia in the fall of 2018. The classes are a combination of high-intensity aerobics, stretching, and strength-training, led by Columbia physical therapy graduate students who help with modifications during the course of the class. CancerFIT is currently held weekly on Friday mornings at Columbia University Irving Medical Center, 627 W. 165th St. on the second floor of the service building, with additional classes and locations expected in the summer and fall.

The free exercise program offers more than a physical workout, it also provides much-needed support and inspiration for cancer patients and survivors.

The classes really serve as an organic support group, says Trencher. Participants feel safe working out with other patients who are going through the same experiences that piece of CancerFIT is important. It is a different kind of support group that can be really meaningful.

Taking the class helps me feel like Im in control of what it is I can do for myself, adds King. Its very positive and uplifting and makes a huge difference in how I feel.

Stamm represents APA in Top 60 workout | Sports – The Herald Bulletin

INDIANAPOLIS While her time as a Jet was brief, the impact Madison Stamm had on the Anderson Prep girls basketball program was strong.

And her performance for APA received some statewide attention.

Stamm represented APA on Sunday in the Hoosier Basketball Magazine Senior Girls Top 60 workout, held at Heritage Christian.

The event includes participating in drills run by coaches from around the state and playing scrimmages with some of the very best players in the state. Stamm is the first girls player from APA to participate in the annual event, which this year included Miss Basketball frontrunners Madison Layden from Northwestern and Sydney Parrish of Hanmilton Southeastern. This is the 39th year for the event.

The 60 players were selected by coaches from the original list of the top 100 seniors from across the state. Addie Gardner of Frankton and Aubree Dwiggins of Pendleton Heights were the only other area players in the top 100.

While the nature of the event may not have differed too much from her AAU experience, that did not allay the early nerves for Stamm, who will continue her basketball career next season at Manchester.

But seeing a few familiar faces helped calm those anxious feelings.

Luckily, my friend (Sydnee Perry) from Mount Vernon was here, and we linked up right away, Stamm said. Once me and her were together, we started calming down right away.

In her three scrimmages, each of which were eight-minute, running clock periods, Stamm had two rebounds, two assists and a steal and knocked down one of her two 3-point attempts.

Her presence impressed her coach for the day, Triton Centrals Bryan Hughes.

What I liked about her was that she was very polite, a great teammate who talked to everybody, said Hughes, who guided his team to an undefeated season until falling to eventual Class 2A champion Linton-Stockton at semistate. On the court, she knew her job with that group and did it very well. Very talented and impressive young lady.

All Stamm did after transferring from Mount Vernon prior to her junior year was average 15.5 points and 8.9 rebounds over her 45 games with the Jets. She teamed up with fellow seniors Savannah Prewett and Tommya Davis to lift APA to a program-best 14 wins this season.

Jessica Hornocker was her coach at APA, and she said Stamms impact was felt not only tangibly with her on-court production but also in her quiet leadership.

A lot of times we talk about impact statistically, and thats great, Hornocker said. But Madis impact was more than statistical. Her knowledge of basketball and her ability to work hard, but she wanted others to get better and push themselves by her presence. Shes not a vocal leader or a barker. ... She just did what needed to be done, just her presence lifted the level of our team.

Stamm hopes her impact will be felt even after she moves on.

I feel like Ive inspired other little girls to go as far as I have, she said. I wish I was at APA for all four years. I feel like I would have been able to accomplish even more.

FIRST FIVE: Conditions of possibility for religious freedom Posted Mar 08, 2020 – hays Post

Americans sometimes assume they are equipped with everything they need laws, policies and cultural norms to exercise their right to religious freedom. But is that true? What circumstances need to exist for religious freedom to be possible? What conditions must already be in place if Americans are to exercise their right to believe and act in accordance with their religious identities?

Corey D. B. Walker, a religious studies scholar at the University of Richmond, recently raised these questions at a course exploring African-American perspectives about religious freedom. Drawing on the work of Enlightenment philosopher Immanuel Kant, Walker asked students to consider the conditions of possibility for religious freedom. So, what are the conditions necessary for enabling religious freedom in the first place?

Consider the Trump administrations proposed changes to rules in nine federal agencies. The changes are complex and differ somewhat across agencies, but one common theme is the elimination of certain religious liberty protections for social service beneficiaries. These rules were implemented pursuant to an executive order signed by President Obama in 2010 (Executive Order 13559). With this order, President Obama embraced recommendations made by his inaugural Advisory Council on Faith-based and Neighborhood Partnerships, which was comprised of both progressive and conservative religious and community leaders. The order states in part:

If a beneficiary or prospective beneficiary of a social service program supported by federal financial assistance objects to the religious character of an organization that provides services under the program, that organization shall, within a reasonable time after the date of the objection, refer the beneficiary to an alternative provider.

In other words, a religiously affiliated group like a Christian, Jewish, Islamic, Hindu, Buddhist or Sikh ministry or aid society can receive a federal grant or contract to provide a social service such as emergency shelter, food supplement or job training programs, addiction treatment services and more. If a religiously affiliated group does so, then the group must refer beneficiaries (those who receive the service) to other groups if the beneficiary objects to the religious affiliation or character of the service provider.

Furthermore, the rules require social service providers to notify beneficiaries that they can request such a referral. The task force that made these recommendations asserted that beneficiaries cannot be expected to know about these protections social service providers are responsible for informing them.

The Trump administration would eliminate the alternative provider requirement. It would also no longer obligate social service providers to notify beneficiaries that they could request an alternative provider. Beneficiaries could still seek a referral to such a provider, but they would not be told about that option. If beneficiaries do request a referral, providers would still have to make reasonable efforts to make one, and the provider would have to tell the government or awarding entity if they were unsuccessful.

Do the proposed rules create the conditions of possibility for religious freedom? The Trump administration argues the rules would put religious social service providers on a level playing field with non-religious providers, thereby promoting one possible condition for freedom: equality. The administration contends that the alternative provider requirement and beneficiary notice are discriminatory for placing special obligations on religious social service providers. They say those rules are in tension with recent U.S. Supreme Court decisions. Others assert that these requirements are consistent with the Establishment and Free Exercise Clauses in the First Amendment. And the Supreme Court cases that the Trump administration cites involve governmental policies that refuse to allow religious bodies to compete for state funding or religious individuals to run for certain public offices, not reasonable conditions that apply to government grants religious bodies do receive.

In either case, the Trump administrations proposed rules would eliminate another condition for freedom: knowledge. If social service beneficiaries are not notified about these religious liberty protections, they may not know that they can request a different religious or non-religious provider. Our judicial system has long acknowledged the link between knowledge of rights and the ability to exercise those rights. Anyone who has watched a crime show knows that the police need to read suspects their Miranda rights, for example.

The Trump administration should not eliminate the alternative referral requirement and beneficiary notice if they want to safeguard the conditions that make religious freedom possible. Even if one accepts their claim that the alternative provider and beneficiary notice requirements present a possibly unconstitutional burden on religious social service providers a claim vigorously disputed by some church-state lawyers, including Melissa Rogers the administration could maintain these religious liberty protections for beneficiaries in other ways. The administration could require both religious and non-religious social service providers to make referrals to alternative providers and notify beneficiaries about religious liberty protections for them. Or governmental bodies, not providers, could notify beneficiaries of existing protections. (As Melissa Rogers notes, [t]he only indefensible approach would be to end such religious freedom requirements).

Too often those in power present religious freedom as a zero-sum game. In this case, the Trump administration argues that the government can extend religious liberty protections to social service providers or beneficiaries, but not both. But the administration can maintain protections for both and thereby affirm conditions that both conservatives and progressives argue are necessary for religious freedom to exist at all.

A British Council survey released to the public earlier this year found that 89 percent of people in the United States agree that freedom of religion or belief is a fundamental right. As Americans, we should urge the government to do everything it can to create the conditions that make it possible for Americans of all religions and none to exercise that fundamental right.
